Default 200bhp S2? What do you think?

I need your opinion on the following:

Series 2 RS Turbo.

Newly rebuilt 1600cc with stock pistons, rods and gasket.
Stock intercooler
Stock turbo
Stock actuator
Stock fuel pump
Stock ECU

In fact, totally stock apart from stainless exhaust and a K+N as far as I'm aware.

The owner reckons it's running 22psi... and 200 and something bhp at the flywheel, and 170 something bhp at the wheels

Now I'll admit I know nothing about tuning an RS Turbo... but that sounds very unfeasible. At a guess I'd say the exhaust and filter might add 10bhp at a push, and running that kind of boost would be stupid/dangerous/impossible with a stock intercooler/actuator etc...

What do you think? Is it actually possible?
