i'm being really stupid but I can't get the column to stop moving up and down-

I have the three bit spring one plastic bush and one smaller plastic bush- what order do they go in??

Ive had the thing in and out about 10 times and everytime I put it back together I still get movement up and down when I push on the steering wheel- is there anything else that could be buggered?
