get your local free ads paper, you will find xr's in the 250quid and under section.
go down halfords and buy a universal backbox and spend 5mins fitting it.
go down local youth club and pick up a fairly ropey looking 14y/o girl.
head to local crooz spot and find other people like you, and go racing.

it will have to end about ten though as the girl has school tomorrow and her mum will kill her if shes late
