How do i do it properly?

The wheels are silver with a chrome rim laquered...do i just key the surface to get the primer to stick and then paint and then laquer...i dont want to go to too much trouble as i cant be THAT arsed

Oh they are going dark gold as i think on my colour car it will look awesome and not like Rainbirds ......
