I assume you mean whilst driving it on the road???
The engine will only produce boost under load, statically revving the engine will produce no boost at all.
I make this assumption based on the fact you say '1 thing i notice is when youy rev the vehicle there is no movement from the actator rod'....
There wont be.
The best way is to set the actuator to half a hole preload then road test it and check where the boost is holding. then adjust up to the required level. But remember this will depend on the actuator you are using and the boost level you require, not to mention jetting of the Amal valve.
