I don't know the answer to that Jim. On my XR4x4 the fuel filter is in a totally different place but had a similar rubber hose bodge. On my 4i the fuel filter is sitting horizontally on the inside of the front near side arch. On my 4x4 it's vertical and on the front valance. From pics I have seen on other cars they are all over the place so I don't know where it should be as standard.

Also since I have a turbo conversion planned I don't want to do anything that's going to compromise safety so moving the filter might be an option. Cost isn't an issue either so I would rather do it once and do it right so to speak.
