the 2 plastic nuts on the outer of the cable "should" be able to be loosened by hand as they have finger grips on them, there is a red plastic peg which again" should" be replaced each time which acts as a locking device to stop them slipping once ajusted. when all refitted, you want o ajust back so that 3 clicks on the handbrake lever is enough to hold the car .
