whats the best rust converter?

just wondering what is the best rust converter, do they actually stop any more rust forming.
i have some rust on the lower sunroof panel on my mk4 escort which i cant get a grinder to.

best rust converter?

any pre-1990 Ford would do. Converts perfectly good steel into rust in no time at all!!
