some one i know has just gone into buisness making and selling these 
they are willy hats !!!!!!!!!!!!!!
they come in different models . the one in the picture is "the Jester"
some thing ever man should have !!!!!!!!!
other models includes " the Viking " , "the Cobra" , "the Fez" and "the Top Hat"
these are still really at a prototype stage so he has made a few to see how they sell..............
