Default Head assembly problem????

Have just put the cams back in my head (4x4 red top Cos) and when I turn the cams from the pulley bolt they don't turn smoothly but jump from one point to the other as the valve spring (presumably) force it around to the next unloaded position. (belt is off obviously) not sure if this is normal or not and it makes it extremely hard to leave lined up on the mark for belt fitting as it wants to spring away from this position. I did coat outside of Camshaft followers (bucket tappets) with plenty of oil before fitting and wondered if oil goes under them if this causes some sort of hydraulic problem. Or perhaps this is just normal.
Thanks David

Yeah it's normal. Lining both the > < on the cams is the easy part matey. If your still struggling i find it easier just to hold in place with a ring spanner then work the belt around accordingly.
