I asked this kind of question in my build thread and the answer was simple if the oil isn't going to exceed 110/120 degree you don't need one.
if you are going to put a car on the track then yes - but i'm sure they use use smaller than 16 row for that sort of power.
I'm sure someone that has direct knowledge will advise
