Default Probelm with ecus CARD and COSY small turbo cosworth

Hi, need your help.
I have a small turbo escort cosworth with oem CARD ecu and run propertly but today i have changed CARD ecu to COSY ecu with GGR chip, and engine dont start, when turn ingition on and try start, fuel pump dont start, and engine dont start.
If I remove the chip from the COSY ECU, I attempt to restart the engine, this still does not start.
If I install the OEM ECU "CARD" the car starts and runs properly.
where can be the problem?
The COSY ecu was damaged?
I removed the covers from the ECU "COSY" and is not any component (transistors, capacitors ...) burned.
You know if the control units of all escort cosworth ECCIV can be exchanged between them?CARD vs COSY
could install the chip in my ECU card?
The chip is engraved with the following letters in the connector:
EECIV 0149
and
512L2V1
i Thik it is level 2 305BHP conversion but i am not sure.
I need your opinions.
Thanks in advance.
Regard

assuming you have the orig ford pats alarm system then this is coded to your ign key and ecu,if you change the ecu on its own then it wont work anymore

My car has the original ford alarm, but the slot is located next to the ashtray appears to be disabled. I removed the center cap which is the gearbox and there is no cable to the slot.
As could be sure that what is failing is the alarm system and if so unlock the unit to work with this unit chipped?
Regards

The COSY ecu will not start your car because of the PATS. You can use the chip in your CARD ecu, just make sure you clean the J3 connector well and avoid damaging the circuit traces.
