cosworth l8 ecu'd car problem

I am sorry my first post is a help needed, i have a problem with a L8 ecu car, it has an uneven idle it hunts a bit but not massively, when the car is revved the revs stay at around 3k, i have checked for vac leaks and none are evident, if I unplug the iscv the revs return to normal also if I remove the tps plug the car also returns to idle, the tps is a pf09 set to 0.35v throttle closed, from what's happening i am presuming the tps is faulty, it has a new ect sensor, act sensor, 3 bar map sensor, phase sensor. I have also given the iscv a clean just in case

I am ready to pull my hair out over this car

Tps is set a little bit too high for throttle closed.
It needs to be less than 0.30 Volt. Ideally set it around 0.17 volt.

Cheers fella, I've just been out and set it to 0.17 took it for a drive to warm it up and unfortunately it's the same

does the car have an l8 loom to go with the ecu or is it on the l6 or l1 loom if so the outer tps wires may need swapping around

It's a 2wd loom and I have already swapped the outers, i should of really said that, cheers for the thought though
