Fuel presure sensor faulty?

Have st170 kitcar build, reader shows p0193 fuel presure sensor high, engine hard to start, fuel pump ok, spark plugs sooty.

Looks like probably fuel presure sensor but would like to be sure before replacing.

Can anyone check there sensor plug when Disconnected from sensor with ignition on but engine not running i get with respect to earth (0v) pin1 5v, pin2 4.6v, pin3 4.9v?

Also has anyone got any tips on checking sensor ?

i dont know if this helps but elsewhere i found that the voltage should be 0.5 volts at idle and 4.5 volts at full throttle from another car forum .and that the car ecu is sensing max voltage at idle which is wrong.can anyone verify this.any help appreciated.
