zetec electrics problem (PLEASE HELP)

hi all,i was doing some welding on my escort and when romoving the carpet on the passengers side i noticed a blue superchip in the ecu which i didnt know about, when i toched it it seemed loose and i could hear a clicking noise (like a solenoid)comming from the drives footwell.i thought nothing of it and continued to weld the floor.when i was done i went to start the car and the ignition light came on then when i went to start it clicked and everything died! after this i am getting nothing and every now and again the ignition will flash on,even the horn and hazard lights are not working.i tried reseting the ECU and this had no affect, when i returned the next mornig i tried again and the ignition all lit up fine hazards, lights and indicators all worked but when i went to start it all went dead again.so i checked the voltage on the battery and is reading 11.9. then i cheched the volts on a live on the fuesbox and whenever i turn the ignition key the volts are dropping from 11.9 to around 3.6?? here are my ideas
iv fried the ecu from the welding (i didnt disconect the battery) or from the loose superchip in the side.
iv damaged something from when i was fitting the cd player?

im really stuck and not to goood with electrics so any help would be really appreciated.
cheers

More likely you have knackered the battery, as soon as it is put under any load the volts drop, try a jump pack(to confirm), and disconnect the battery next time!!

i thought i could be the battery but i connected the multimeter to it and turned the key and it stayed on 11.9v??? its only on the fuesbox live and ignition that the volts drop? cheers

Don't think its the battery or ECU as this woulden't effect things like horn, have you checked it hasen't melted battery leads, check earth make sure it is good connection right from terminal to body mounting bolt.
