Either that or you have the wrong bulb in there, or its failed and its shorting across the 2 pins. I would change both the bulbs first and see if that cures it.

Check the engine earth, it could be high resistance giving weak power at the starter when cranking. Put a jump lead from the starter casing to neg on the battery, see if that improves it.

Swapping the dash cluster won't work as they are coded to the ECU. Have you checked the ECU earth? I have seen before these corroding and giving all sorts of problems.

I would investigate further before you start with the surface, remove rear wheel arch liners and check behind as they are a known weak spot on the mk1.

I haven't yet seen a mk2 rust like that...
