Depends,, most silicone is measured inside (I/D) so you would measure the outside diameter or O/D

To get outer diameter, measure around the circumference and divide by Pi.

If you know the thickness of the pipe wall, you could work out the inner diameter by subtracting 2x the thickness.

Just measure straight across the outside diameter (O.D.) of the metal pipes, thats what size internal diameter (I.D.) silicone pipes. You will need.

It does.

He could measure the length, fill it with a known volume of water, then back calculate to find the diameter lol

Little bit OTT when you can just run a tape on the end

Edit to say, put the tape on 100mm mark, more accurate than the metal piece on the end.
