Ive had a T28 on my RST for over 2 years now, it is a great conversion, a bit expensive but worth the money.

AVA did the conversion for me but they changed my downpipe and the water hose is a different shape apart from that its a pretty straight forward conversion.

not to bad then really, hardest bit would be finding a piece of downpipe
to use and join to my existing exhaust,at the moment my car has got
air filter,ashley exhaust,unknown chip,bigger saab intercooler and
i think it has a power engineering head but not sure on this part,im
hoping to get a 1.8 zetec bottom end soon maybe so would the t28
work well with any of these bits

its the loudest ive heard aswell went to santa pod the other week
and my mates said it was the loudest erst there,i raced my mate in his
200sx and hes got a sports exhaust on that and he could hear my car
over his and thats when we were doing the runs up the strip so yeh it
is loud but i like it only a 3 inch tailpipe and its louder than all
the rsts ive seen with same size and bigger tailpipes even on tickover

Im not quite sure whether it would work if you connected it up, cant think of any reasons why it wouldnt

You can blank it off, either buy a spacer to replace the spring in there or get a plate made up and take it totally off, its up to you. If you have a dump valve installed elsewhere in the system then you will deffinately need to blank it off.
