Default Private plates

Hi i just purchased a plate
Q is do i need to wait for the confirmation letter before i can apply to put it on my car
or can i apply before
am guessing 4 weeks before i can use it
am searched on the dvla site but ofund it a bit confuseing
anyone done this or know how it works

Been on the phone which is a waist of time
ive got the certificate what else do i need to take down to dvla to put the plate on my car
sorry for the questions but i need easy to understand langauge which call centres dont provied lol

I have just done this
All I needed was the V5 and the V750 no mot cert for me as the car is only a few months old didnt need the tax disc, the matey told me to just cut it up and bin it and that was it,
Went outside and swaped the plates over in the dvla car park and put the new disc in the holder phoned the insurance and away I went

This was done at my local office in about 20 mins
