Default Leak on inlet pipe before turbo

ive just noticed a 1cm tear in the inlet pipe, just before the turbo. its after the maf sensor.

would this cause the car to lose power?

Yes, because you will be sucking in air through that split, and the MAF will not be measuring that air. So there's more air in the system than the ECU thinks there is, so it will run lean.
