how far from the exchange are you?
At home I'm riiight on the limit of ADSL, for years I was stuck on 512kb down and 256 up. Until ADSL2 came out then we managed to get up to 1mb
Then ADSL 2+ came out and speeds increased again to about 2mb. Finally (after about a 5year battle) got a decent engineer to change of the pair we were currently on to another and managed to get over 3mb out of her.
All depends how far away from the exchange and quality of the cable. What service are you paying for, get on to your ISP and complain, complain, complain. ask them to send out a BT OPENREACH engineer, not a standard voice engineer.
Saying that BT are starting to run fibre out of their exchanges so if you hang tight for that speed sound increase into the 20s to 40s.

any phones with missing filters etc,,
what router do you use, as the figures from these can give an idea of the quality of your line,
as said, try from a nte5 with all other ext removed (if you have any) or you will have to complain to you isp and see if you can get a adsl engineer to try improve your speed...
