why is my computer so slow now? i need help making it fast again!

hi guys, rebooted the whole system and fuck me does it load up fast!
only problem is im on internet explorer 7 and it wont let me download internet explorer 8.
also when i scroll down the internet page it does not scroll down smoothley, it scrolls down in blocks which is rather annoying? any ideas whats wrong?
