same way as they test the rear wheel brake efficiency on a front wheel drive car the rollers are powered so spin without the need of the car's to spin them so sll you have to do is sit there and spin the rollers up (have you seen most have a on off button on a big lead so they can do it from the drivers seat) and then press the brake pedal and it measures the force of the cars brakes.
