Nascar are restricted in what electronics they use, and don't have to worry too much about creating cars that will go round twisty corners and pick up speed from hairpin turns back to full speed.
Their budget per car must be a lot lower than F.1.
However they have far more spectators spending far more money so the Nascar industry is a lot richer than F.1

i would of said nascar due to how popular it is in the states and the massive amounts of sponsorship they have, but then thinking about it nascars only really a domestic sport and F1 is on a global stage so the sponsorship alone must be colossal!!
