Yes its to allow boats to go over it.
If it was a tunnel all the way it would be more expensive to make.
Best of both worlds like this, and plus it looks cool, which is more important

Cool - I think my Dad has driven over/through that before!
Someone on another forum posted a set of cool pictures and these were some other engineering ones... (I think by the Prince of Dubai)
The above were done by guiding trawling boats via sat-nav.

Did you know that the architect for the bridge is the same guy who created the wobbly millenium bridge in london ??? Makes you think twice about travelling to spain that way

I think you'll find that the relative altitude the picture was taken from has compressed the perspective making it all look low-ish. The bridge is no higher than the tunnel entrance by the look of it, I would be very surprised if that was only just above the water tbh.
