Help with Sierra 2.0 EFI Dohc

Unhappy Help with Sierra 2.0 EFI Dohc

Hi, my name is Pedro and I have a Ford Sierra 2.0 EFI DOHC.
I have some problems with my car.
The engine is overfueling.
I went to a CO2 reading machine and they said to me that the car has too much fuel on exhaust (900 ppm when it should be +/- 300 ppm) and to much oxygen (6.5 %).
The idle control valve seems to me to be broken, the coil doesnt do nothing. It starts shaking the came but dont open or close the valve.
When I cleaned the valve I saw that it dont closes completely. Is that normal?
What can I do to solve the overfueling?
I cleaned the gas tank, new filters, new MAP, new Pressure Regulator, cleaned injectors, all new vacuum hoses, cleaned crankshaft sensor and new water temperature sensor.
Please help.
