can this be reused?

should it be renewed on a headgasket change?

for the cost of them, i would renew it. if it has been contaminated with oil it may fail early

As said best to renew if in doubt, but if you know it is good, then there is no problem.
It is a load of crap about not being able to use again once tensioned.
