Question is why would you run a charge cooler with no water? intake temps are going to go up considerably meaning less power and possibly making it over fuel as well?

Burst pipe or severe blockage in the system by the sound of it.
Try removing the top hose on the far top right corner of the engine bay, also on the top right corner of the charge box. Then stick a hose pipe into the box and hopefully, it will piss water out of the hose that you removed.
Fill up the chargecooler header tank and pray!
