low rolling roll reading
here's a good one for ya, plant the throttle hits 22 psi then gradually tails off to 13 psi when it hits the limiter any clues why it's doing this as i had a pretty poor reading on the rolling road 244bhp, a year ago (before i put a tubular manifold and boost controller on) i got 245 bhp so i'm a little dissapointed

What car you got?
I suggest you need a better or bigger turbo that can hold boost all the way up the rev range. Sounds like you've increased the flow so much with manifold and mods that your turbo can no longer keep up with the demand.

Go for Primary Designs 330 bhp upgrade of standard turbo, I've just done mine and it now holds boost all the way. See the post marked "finished article". It will cost you about Ł1000 but worth every penny

but surely the boost controller would overcome this, it would be like pulling the pipe off the actuator?? wouldn't it? thus stopping the wastegate from opening

yeah sounds like the actuator may be leaking.
I only run max of 19 psi through my boost controller but it holds this all the way to the limiter in every gear. Could you be running too much boost maby and the turbo can't produce it so it slowly backs off.

i've tried running it lower boost but it still backs off, ordered a better actuator from woodford there getting back to me on monday, looks a sod to fit though

mines doing the same russ, i've been keeping an eye on it. goes to 21ish then will drop right off too 12/14. New actuator time i think!

What gain settings you using on your blitz controllers?
If you have it too high it can knacker the actuator and cause the boost to tail off quicker.. Think you could have a dodgey MAF sensor too with only 245Bhp
I have my Gain@15 & Ratio@72 for channel 4 holds 23psi to the redline in 5th gear. 3rd & 4th gear peaks 23psi & holds 21psi to the redline
