Best option is to replace. But something like upol tiger seal will bond it to the panel but you will need something like gaffer tape to hold it into position while it sets.

Where can I get a new part from... I have used tape to help with no luck.. I thought tiger seal turns into rubber I may be wrong.

That's wrecked.
You'll never get it to stick flat, well you could if it was irreplaceable but would take time and care.

New one for Ford maybe or a breakers.

Or ebay, but it'll probably be cheaper to buy a door and remove the seal;

Similar to this?

So can it not be fixed or replace.

So how and where can I get a replacement.. What is the part called.. Thx

I would use tiger seal, warm the part first and key the surface then tape it in place and consider something like bamboo against a garage wall to hold it in place for 48 hrs to dry.
