Default Rear brake troubles

Hi there,

My RST is up for his annual APK ( MOT like). Now I'm having troubles with difference in braking force at the rear.
Had a suspicion the rearbrake cable ain't working good anymore. Could this be a reason for the difference?
Rear brakes have been checked last year. Cleaned and one brake cilinder has been replaced.
Any ideas over how to fix this? Cause it is not nice to drive hard with the tailgate doing his own thing under hard braking

when u let off the hadnbrake the spring inside the hub should pull the brakes into their 'rest' position, u could try to jack up the back off the car and pull the handbrake ,then turn both wheels,they shouldnt be able to move. the let off the handbrake and turn the wheels again,they should turn freely obviously.
when you drive it hard on a straight road and apply the brakes,does it pull to the same side everytime?
did u remove the ABS system? is the system still diagonally linked?
because of the diagonal linked lines, make sure the front calipers/pads are ok as this might make the rear having more braking force.
also make sure the system has been bleeded properly.

Are you having a problem with the handbrake or the balance between the rears on the foot brake.

If it's the handbrake make sure the linkages are free and the auto adjuster is working. Also make sure the cables are free.

If its a balance problem pressing the foot brake then maybe one of the load proportioning valves has gone faulty. If it has seized or the link arm has seized then this will prevent fluid flowing to one of the rear brakes.
