Well if your car is near standard i would guess it running a garrett t3 turbo and standard elbow...? If so it has an internal wastegate inside the exhaust elbow!
The wastegate is the flap in the elbow that controls how much boost the turbo makes, essentially allowing some exhaust gases to bypass the turbo to reduce how hard it works and how much boost it makes. The actuator controls the wastegate and sets how much boost the turbo makes.
Whereas a dumpvalve releases boost from the inlet side of the engine/turbo when the throttle butterfly closes so the pressurised air in the inlet doesnt back up and cause the turbo to "stall" (a theory which provokes alot of arguement on its own!).
External wastegates i don't know much about, so i'll let someone who knows fill you/us in on how they work!

External wastegate are used when running loads of boost.in a way releases the gasses quicker, putting less strain on the turbo.dump valves are bad if your running the wrong type, single or twin piston etc.if your rs running fine, then your ok.they are designed to make your turbo last longer and quicker boost up time.without one,the boost that dont get used goes back to the turbo, hitting the turbine, slowing or even stoping the turbo spinning.so its always worth having one.they normally used for 14psi above.hope that helps.
