Lack of side light when ignition off

Car just failed mot with side light not working with ignition off. But it does work with ignition on. Any ideas?

check the two relays at the back of the fuse box on the right hand side! there for the sides, and main!

The side light bulbs are gone put new bulbs in

They are not working its the head lamps that are glowing slightly when the ign is on

well swapped the light switch over and no difference, had a play about in the fuse box and managed to get one light working on main beam, so im pretty sure its the relays now, so which relays are where in the fuse box? the two at the back right are they the main beem? relays are on order £7.50 each!
