yes it's a plug in

but i never used it cause everything i've seen made with it looked fake as shit

aye its crap
but to use it you jus install it then access it via the filters menu

its not really for that kinda thing, its more for editing text and stuff.
you can do a few things but like nok said it really looks fake and like you used a plugin lol
