It means that the car was intended for the Japanese market, but imported to the UK, so the usual import concerns apply with Mileage/History/Insurance/Parts etc etc.
also check with his insurance as the JDM's weren't that insurer friendly as they usualy come with a bit more power/toys.
Apart from that, sometimes the parts can be more difficult to source which is why Insurance companies aren't so keen as the car can be more costly to repair in the event of a claim.
Just another excuse for them to charge more money too.
if your mate is still looking for one, 1 of my mates is a salesman with a subaru dealership, can give you his number if you want to see what he can come up with....

That's was true back when imports were rare and still a 'novelty'. But a specialist insurer will happily cover them. They know that there's a thriving industry for parts and that to replace the car in a total loss situation will cost them less than if it were a UK car. Doubt it would cost much, if any more to insure a JDM Scooby.
Quite a lot of insurers will only repair the cars as 'standard for modified' – So you smack up your rare Jap spec Wangtung alloys and they give you a standard set in return. That keeps them more 'insurable' too.
