Default eBay Quandry

I've been looking at tool kits on eBay and last night found a Nice Teng kit that was apparently from a Liquidation sale...

Anyway I bid upto £500 on it, and within about 20 mins i'd been out bid, so you win some you loose some... I've just got home and thought i'd have a look to see what it went for the final sale price was £670, then while going thru my email, I found I had a second chance offer on it.

The explination with it states
the winning bidder with -1 feedback score has just informed me he overbidded in error and wants me to cancel his bid. Therefore I am offering this tool set to you as you have a good feedback score compared to the other bidder. Please let me know if you are interested? I can be contacted at home on 0*********2 to answer any questions you may have. Thanks. Barry
Looking at his feedback score he's only been on ebay for about a month, and nearly all the people that have bought from him have a feedback score of 2's n 3's and say they have collected the goods.

I'd like to think he's genuine and i'm being over cautious, but something doesn't seem to sit right...

Anyone with any thoughts?

I've had similar things happen to me. They get people to bid up the item until they find out what your maximum bid is. Then once auction finishes they come up with some story about the winner not paying and offer it to you at your maximum bid, when in fact you should have got it for much less.

It's a snidey way of extracting as much money from you as poss. But on the other hand they are giving it to you for your maximum bid, so you were prepared to go that much.

Personally I'd tell him to swivel or offer him a lower price.
