Is it possible that the crankshaft pulley oil seal can leak, on Saff 4x4, and the cam belt can pick up the oil and transmit it up to the top of the engine giving the appearance that the leak is at the top end. The back part of the belt is always wet with oil.I have exhausted all the possible causes of leaks up top.
Does the bottom of the belt, at the crank, have a way of holding the oil there like a pool which the belt would touch?

You have really answered your owb question that then belt is transmitting the oil from bottom to top, the question is how much.
Cam seal leaks are not uncommon neither are front crank seal leaks , which are all easily replaced cheaply.

Thanks for that. Can the crank seal be changed without the special tool that ford recommends and are the pulleys a buggar to come off?

Be VERY CAREFULL removing pulley, if it has THREE holes around metal inner part use them (if neccessary), they will either come off easy or be a sod to do.
Seal is easy to get out with SCREW AND PLIERS , just screw into the seal with a screw and pull with pliers!!, you will most likely have to wrok it around the circumference but it will come out.
Make sure that you put sealant on new seal outer edge, very small amount and oil the inner lip.
Have a close look at cam seals too while there, might be worth replacing anyway ?
Front crank seal same as aux shaft 42-56-7, about £3 each.
DO NOT UNDER ANY CIRCUMSTANCES LEVER ON THE OUTER BONDED EDGE, as these are prone to coming off and you are into a new pulley then.
