It's a Motorsport modification to reduce the effect of camber and toe induced by the travel of the trailing arm. There are plenty of posts on what happens.
The modification also allows for adjustment of the static set camber and toe. Lower a Sierra and you will see how much the wheel cambers up.
The BMW 90's 3 series is the same, but not as bad.
