Forget it mate, sorry, you're too young and inexperienced for any insurers to touch you at a halfway close to cheap price.
You cannot get your mum to insure it and you be a named driver as This is called "fronting" which is insurance fraud, a criminal offence. Hertfordshire police have been seizing a few cars of late for this very offence.
Get yourself another 2 years under your belt, you'll be a lot more wise and far lesser risk to the insurers and yourself
