So basically, they are paying for their drive.
They also will have earned when they worked in other lower formula's, the teams (the lower ones), just happen to be in a unique position where there is an excess of drivers, so can let the best of the 'rest' fight to get a seat in their car.

Just to add that out of that sponsor money the driver brings to the team his wages are also paid by the sponsor,
Much the same goes on in bikes,
Danny Webb had to find £100k to get a top J+J 125motogp bike.
I hear Bradley Smith only gets win bonus from Aspar after paying for his ride,
Even MotoGP riders are having to pay, and thats the bike equivalent of F1.
