Without knowing the first thing about him, I personally wouldnt be able to make that decision that you have jumped to.

The only thing I can say with any certainty is whatever is wrong with him, he shouldnt be wandering around the streets without adequete medication and supervision, if at all, as although I feel we have a responsibility to look after those people unfortunate enough to have serious mental illnesses we also have a responsibility to look after the general public too.
