no..its not a van ... people carriers can speed along at full whack with 7 lives in whilst the poor bloke on his own driving a van gets penalised .......

it dont matter that the vito or v class are fundamntally the same ... its a van .. its not allowed to go as fast as the car version...

vans derived from car chassis are a big grey area in the mind of most traffic police ... if it looks like a van then you will get tugged if they feel like it..

have had the same argument with many police officrs in the south of england... they are never wrong don't forget...
