Not normal - if you remove the cam belt, pulley, and seal housing (3 bolts), then you should see a retainer plate, fixed with 2 crossheaded countersunk bolts, that keeps the auxilliary shaft in place. There should be minimal in-out play (a fraction of a mm only).
