try the easy approach
send them a pm saying that if they do not respond in a reasonable time (1 week is more than enough time) then you will take things further with a public name and shame

if things get resolved then you will make sure that there is a post clearing said individual of any shady shenanigans on his belalf

the only way to do it mate (and it comes with the added bonus of not getting yourself banned as well )
