Boost Pressure Small Turbo

1995 Escort Cosworth Small Turbo:
On gauge, boost pressure needle travels to 1 oclock max (way before the hatched lines on the gauge). Performance feels slightly flat.
I fitted a variable boost controller to try and rectify temporarily - took it so boost needle reached the hatched lines - but there is a splutter, around where the needle used to stop before (1 oclock ish). Is that the overboost cutoff?
Any advice on correct boost pressures etc?
