Normally new pump, we get them a lot at work, there's a fuel metering valve on the back of a lot of these pumps that can me replaced depending on model, that's normally what controls the flow of diesel, have you checked the pressure sensor as that can also have an effect if its reading the wrong pressure on the rail

Deffo pump time. As said though check its deffo TDCI seems a little early.
Pumps can be repaired but easier just replacing with a second hand unit. Make sure you get the proper timing kit! Easily done in situ without removing chain.

2nd hand pump off eBay, £140... ( bit of a gamble )
A mate's fitted it, coded it etc... It's running spot on again...
