Default Won't stop reving

So ma m8 has just built ma cvh turbo there with new acl shells and re ground crank ..i had had some very low miles pistons and rings so just used them..he used the inlet wich was on the zvh that was removed .. He took out the beige injectors and put blues bk in and removed chip just to run it in but when he starts it up its just constant revving up to 4000 and thats not good for a new built engine ? just fishing for some ideas He done the usual checks..air leaks etc..unplugging tps and idle valve but no joy

anybody any ideas ???
