Default Mk6 escort steering lock keeps blowing fuse?!

So last week my horn and hazard lights stopped working.. Check the fuse (number 28?), yep blown.. Put a new fuse in and it's ok for a few hours then blows again! Obviously have to investigate further! I haven't done anything to the electrics or steering on the car. Today I took the steering wheel and surrounding bits and pieces off to check if there were any bare wires shorting it out.. No dodgy wires or touching anything. Try another fuse with the cowls off and it's ok with the keys in the ignition and it switched on. Start the engine, try the horn and hazards.. All good. Switch the ignition off, still ok, take the key out, turn the steering so that the steering lock comes on then there's a fizz and the fuse blows!!?? From what I can tell, it looks like this is the squib/clockspring (is that what it's called?!). The part number on the ring is 96AB-14A664-A2A. Any help is much appreciated as I'm now driving with no horn and hazard lights!

Do you reckon that is what it is Steve?! Would it just fail? I have a Momo race steering wheel on it, which the previous owner fitted.

Put a second hand squib/clockring/airbag ring and.. so far so good! Took about an hour to take everything off and refit but pretty pleased that it's sorted now! Cheers for the replies!
