Default 99 Focus 1.8 zetec Power Steering Leak & and starting problems.

Hiya
recently bought my first car 1.8 focus zetec and i now have 2 problems with it. The first being a power steering leak its coming from the part of the pipes by the front lower grill that make an 's' shape bend and is spurting out and running down the front of the bumper, ive looked on ebay for 2nd hand part with not much luck quoted £130 for a new one. Does anyone know if the power steering pipe ( is this the proper name for the part ) of another engined focus will fit ie st170? My 2nd problem is the car doesnt always start 1st time sometimes if i try to start it it will just turn over but not start however if i turn the igniton off and on again it will always start straight away 2nd time, i find it seems to do this more if i turn the ignition on so the dash lights up, wait a few seconds and then start the car, as opposed to just turning the key all the way straight away ( is this bad for the car? ). Hoping someone can help me out im pretty new to cars.

Forgot to add i have already changed the sparkplugs and this no difference to the starting issue

i do the same starting procedure as u, this just primes the fuel pump ready for starting so it shouldn't be bad for the engine
