Default serious help needed, rs turbo flooding

i have a s2 rs turbo which hasnt been driven a while, went to start it and it wont start i have put a fully charged battery in the car, changed plugs gapped them, also dizzy cap, rotor arm ,fuel filter, the engine turns but will not start plugs when taken out are soaked with fuel, metering unit fills up with fuel, also very strange when u pull out the dipstick there is petrol in the oil alot of petrol to be honest, have tried a tow start and nothing any help will be much appreciated cheeRS.

forgot to add the timing is right checked it twice, also has a recon starter motor, fuel pump is priming, fuel relay is working, also compression when engine is cold is ok per cylinder really need to get it started to do a proper compression test.

It could be the cold start valve, blue plug I think around plenum area, unplug and see if it makes any difference.
